The only IRC mentions i found were logs that stop in 2016, kinda stale.

Yes, at least one volunteer Mod, preferably with backup, since
Nodes=Instances promise each other they'll moderate their users to match
their stated Policy.
OTOH, Fosstodon.org is once again accepting new members.
