[BLU/Officers] MIT Scheduling issue

The janitor told me that there are new rules here, and he can't let anyone
in without a facilities work order. Since we had been there many times
before, he let me in. The issue is that there has been issues with thefts
not only of laptops, but also of chairs. The other issue is cleaning. Some
groups leave messes and professors have complained about that. We have
always left the rooms pretty much as we found it.

This applies not only to our installfests but our monthly meetings.
