[BLU/Officers] BLU PGP/GnuPG Keysigning in September

Hi, guys.

I just tested and then fixed the key registry page, which was failing due
to changes in php since cheyenne was first built. So we're ready for
members to start submitting their keys for September's PGP/GnuPG keysigning
party.

Bill, Can you do the usual crypto news and security talk prior to the
keysigning procedure?
