Well, you can take my post as a partial.  There are other reasons, but
a lot of those boil down to personal preference of the people in
charge of the individual projects.

You can blame me for that.  I've refrained from bashing Perl (much),
though I would have eagerly done so in the past.  I do strongly
dislike Perl, and 10+ years of using it have not dissuaded me from
that opinion.  I only wish I could have taken a good look at Python
much sooner than I did.  Still, I acknowledge that lots of folks find
Perl to be a fine tool, and I hope the discussion remains civil.
