The answer is, as always, that it depends a great deal on the goals
and needs of your organization.  The answer might be either of the above,
or in some (hopefully rare) cases it might be: 3. suffer without, and
use what was provided.  There are good reasons to allow developers to
manage their own workstations; there are also good reasons not to.
