well, not quite.  i took a fragment of a .doc file
converted to text by open office as follows:

   This year)B’s camp was given the hardest task

and executed dos2unix -c iso -n test0.txt test1.txt
and it gave me:

   This year)B‚ÇÖs camp was given the hardest task

it's not really much of an improvement, but it is
different.  dos2unix -c ascii changed nothing.  of course,
i don't know how the various email filters will mangle
the above.
