   I haven't tested it with RHEL yet, but most RH versions can use the
first install CD as a rescue disk.  Boot from CD and enter "linux
rescue" at the prompt.  You can have it locate and mount your drives
in order to do your repair work.  In your case, it might be as
"simple" as:

- -Boot rescue image
- -Type
# chroot /mnt/sysimage
# grub-install /dev/[bootdevice]

   Without knowing what's actually wrong I could be way off, though.
