Lots of good commentary, but a brief reply to this one. The XFree86 team (IIRC) felt that the 4.x release was released in large part to address the new features of new cards. There's little point to upgrading to 4.x if you don't want to take advantage of DRI, for example. If you've got an older card, 3.x will still work fine for you.
