Exactly.  Even with your new package manager idea, this is a tough one
to solve.  BTW, this is the essential core of the idea behind
UnitedLinux.  The consortium of vendors involved with this project
want to have a unified core OS to work from, to help eliminate these
kinds of problems.

Note that I'm not advocating the thing... neither am I condemning it.
Only pointing out a potential benefit of such a thing.  :)

Well, up to this point, product differentiation has provided a
disincentive for any of the vendors to buy into this kind of thing,
meaning it would be unlikely to happen.  Now however, with UnitedLinux
in the works, perhaps you'll see something like this.  The only
question is, will all of the major vendors buy into it (which in this
case means Red Hat -- so far they haven't)?  And you can bet that
debian will not...
