It's easier to do it that way, but it's not required.  You can use
your Linux install media to boot the system, and re-install the boot
loader once Windows is installed.  With recent Red Hat distros, you
can boot the CD with "linux rescue" and then chroot to the root of
your Linux filesystem.  Then re-install lilo or grub.
