You might try asking the Xperts list at xfree86.org if no one else knows. At any rate, AFAIK, the answer to both of these is that you don't, unless the application in question specifically has support for such a feature built in. I don't believe there is a command-line method for doing either operation to any generic application, though some WMs may have built-in functions that might let you do it. But you'd probably need to get the window ID of the program, and the only way I know of to do that is interactively (with xwininfo). FWIW, if you like programming WMs, you could probably hack the functionality in fairly easily...
