Nah, that won't happen if the system is working correctly (and if it
isn't then it would have wrecked itself already). CPU Turbo has a hard
time-based cutoff. My old Haswell Xeon was I think 25 seconds but it
may vary by model.

You could also look at undervolting but mobile processors usually have
very minimal undervolting margins.
