Open Source Web development tools

[Jerry Feldman]

There are a couple of web sites that I've inherited. While neither 
require much maintenance, I was wondering if anyone has a favorite 
development tools. I certainly can use VI or EMACS and edit the bare 
html, but there are times when WYSIWYG saves some time.
