For a php based forum that had a similar issue I made a simple change to
the registration form that asked what year is was.  Works vs app
specific bot.  Doesn't work vs site specific villain.  Your solution
will have to take into account the importance of your site I think.
I've never used TWiki but I would wager there's plenty of mods for this
problem already.  Good luck.
