I just made a tar file with symbolic links.  When I un-tarred it the the
links were preserved like in the original directory.  What I'm saying is
that I could not replicate the problem.

What version of tar are you using?  tar (GNU tar) 1.13.19 is what I tried.

What are the permissions in the directories you are tarring / tarring into?

Can you post the tar file?
